I believe that rule in TGOMTG was in affect due to most beginners being addicted to them. Since it was a training game I believe he chose that to get us to experience playing without them. I see no reason that rule should be used here.
 
Could play no wonders, but I think we shouldn't do that. I like piramids in this case. Can't build GL and ToE as it's a sort of science.

If we trade for The Wheel, we might be able to trade that to Russia for two techs. However, Russia may be unwilling to trade 2-for-1 if she is researching The Wheel. So, after some though, I make the 3-for-1 trade before popping a hut that spewed barbarians. Ottomans also have Mystisicm, and may very well be studying Polytheism. Russia is up only Masonry.

As it is, Salamanca can run 4-turn settlers at 6+8+7+9, but will have to give up both BG if N.Falls is going to be a second SF. We'll need several workers to quickly irrigate the plains and mine the other BG so that Salamanca can run 4-turn settlers without two of the BGs.

Assuming 9 out of 10 shields, N.Falls can run 4-turn settlers without expansion at size 5 to 6 with growth to 7 as the settler is complete.

-There is a settler currently in Grand Rapids who still has movement.
-NF is currently working two unimproved tiles adjacent to the river. Do not put them on the bg. On the IT of this turn Salamanca will use the bg during growth to finish the settler. So far the bg has been passed back and forth every other turn between Salamanca and NF.
-In 2310 I accidentally used an exploit, or more appropriately learned of one. Both Salamanca and NF have been sharing one of the mined bg’s. Salamanca popped the settler on growth using the mined bg. I than took the citizen off that tile to work a different tile. NF also grew in population on the exact same turn. After the IT when I clicked on NF I noticed they also worked the mined bg tile on growth. So during that turn both cities worked the same mined bg tile during the same turn. Interesting.
-IMO this is an exploit but can be used to our advantage. Such as when Salamanca’s settler is finished before exiting out of the city view use the arrows to scroll to NF. Put one of the citizens to work the now unused bg. IMO this is an exploit but it’s up to the group (or Nerovats) to decide on whether we use it or not. If we do use it we will seriously be cheating as we’ll be doubling up on that tile every four turns.

Niagara Falls can and should use the BG this turn. Salamanca's new citizen will use the third BG on growth. Since commerce is counted first, before growth, the fact that this other BG is not roaded is a non-issue. Even better, if we move lux to 50%, Salamanca can use that third BG now, and a forest on growth to complete the settler. This way, Niagara Falls can use both of the BGs this turn. Once we get those plains irrigated, Salamanca won't need either of the two BGs that it shares with Niagara Falls.

Taking a closer look, I see that Salamanca can already run 4-turn settlers without using either of the two shared BGs.

T1, size 4: cattle, BG, wheat, forest = +5 food, 6 shields
T2, growth to 5: new citizen on forest, add 8 shields (14 total)
T3, size 5: 5th citizen moved to plains = +5 food, 7 shields (21 total)
T4, growth to 6: new citizen on forest, add 9 shields (30 total)

It should run like this without emphasize production, but I would set that option for all cities. Production is the only thing affected by a new citizen, so we always want the new citizen on the highest production tile.
