Furthermore, France declares that it shall pay no reparations to a nation which has been defeated in war. Nor shall we concede any land.

Again, it seems that Russia must be reminded that it has been defeated in this war, and that should it attempt to continue hostilities, it shall be defeated again and again.
 
As has been previously stated many times Russia will deal with France and others on equal terms. If we all recognize the new government of China as the successors to the Qing that recognition applies to all. If we are to pay reparations for damages we will all pay reparations for damages done. It is very clear that the occupations of Russia by Japanese and French soldiers have been much more damaging than the occupation of Danish lands by the Russians, and therefore we believe that it is nothing short of ridiculous to expect Russia to pay reparations for damages that have not been done.

However, if France wishes to press further and continue to claim that Russia has been "defeated" and therefore has to comply with anything France and her allies decide on it will soon come to a stark realization that Russia has not been fully defeated and it will take years and years of war.

We now again re-itirate that either we, as the parties involved in the war, decide to pay reparations for damages, and then all parties that have caused damages to another during the war pay them, or we decide that we simply want to leave each other alone and allow everyone to rebuild by themselves.

And in these years of war, the Russian state shall be completely destroyed. Russia lacks the economic, or military potential to ever coming close to the amount of forces which France and her allies can bring to bear. Forces which are ever more trained, and forces which are ever more larger in number than their Russian counterparts, which would be fighting completely alone. Russia has been defeated, and we hope that the Russian government can accept this fact. We do not, however, demand anything just because the Russian government has lost this war.

This war was a lesson. A lesson that Russia cannot expand her imperialistic ambitions at the detriment of others without severe consequences.

Infact:

We call upon the Union of Scandanavia to cease in its requests for reparations. We will not allow Scandanavia, or any other nation, to destroy a peace which shall benefit all of Europe, and forever curb the potential of a future Russian threat, though we hope that such a threat will never materialize, and that the Russian Union and the Kingdom of France can work on atleast cordial relations - however, should the Russian Union chose a path of belligerency, we shall be well prepared.
 
The Incan Empire would like to inquire as to the approriation of Portuguese colonial holdings after the fall of the Portuguese Kingdom to the Kingdom of France. Will the Kingdom of France be holding the Portuguese lands or giving said lands to the Incan Empire and the EUA.

The Union of Scandinavia sees no choice but to bow before the major powers and relinquish its demands. We are, however, not pleased about this and believe that it only goes to show that the only thing important in this world is what the major powers wish and not what other nations believe.

The Union of Scandinavia will remain allied to France, though with less enthusiasm than earlier. Let it not be said though that Scandinavia is unfaithful to its friends. We will accept the treaty as is then and concentrate on our own nation and, as much as possible, pursuing a stance of neutrality in the world.

The EUA is slightly confused as to why the Incan empire expects to gain from the defeat of the Portuguese empire, considering the utter lack of anything they have done to further its downfall.

Question:
Two of my trade centres are currently under Russian control. With Russian troops withdrawing due to peace they will return to my control. Will the Russians gain the two eco points for holding them during the turn or will I gain them as I get the cities back between turns?
I assume the first, but I'd like to make sure :)
 
France shall annex no Portugese colonies on South America. France shall only annex a portion of the Portugese colonies in the South Pacific and Africa, yet this remains a small portion.

France will, however, annex Portugal proper.

No - Banda Aceh is the city, Aceh is the region. (Also, you'd probably know "Ceylon" as "Lanka" (not Sri Lanka), but that doesn't really matter.)
