Nope, no can do. I took a look at the file in photoshop. :( It should be in 256 colours pcx, not RGB. Besides you based it off of a jpg, not a bmp, so you would, if you converted them correctly, get wierd lines around the cities. Besides it was only the ancient and medieval styles, you need all four, even if you just have these identical.

Actually I converted from a .bmp, figuring the builtin compression method of the .jpg couldn't possibly help anyway ...

... Irrespective, here's another attempt, same software with the option to "save as" with 256 colors. The "Color Reduction" options it gave me were "None", "Default Pallette" and "Optimized Pallette"; the attached was converted with the "Optimized Pallette".

Wow, I never saw these before. I might have a go at converting them to pcx, but not tonight. Not sure how well it would work out though. We'll have to see.
 
One good place you can look is GIDustin's site. There's a link in my sig. There are a ton of Civ3 things there, most with a preview. That's where I got a lot of my old stuff.
