[R&F] New Generic Governor Icons

I'm brand new to modding. I really want to replace the governor icons in R&F, but I'm at a bit of loss as to how. I've found a folder in the DLC folder pointing to a .dds file. I can't find those files anywhere. Would it be possible to just copy the folder the governor icon folder and point it to load in from a new location? What would be the best way to tackle this?

I've found another tutorial on creating the actual .dds file. I think I understand how to get the right format. I'm confused on how to get it linked back up and reading in game.

In the base game most of those files are wrapped up in .blps so it's harder to find them. I'm sure there is a great general interest in replacing the governor icons however, so once someone finds the atlas they're in and the icon file for them it should be straightforward.
