OK, it was maybe a bit difficult. it is that I`m just reading a book about Russian history for my study and russian-dutch relations are quite an important part in it obviously. But if you don`t know much about the matter you will not be able to answer the question I.
Anyway, Andrey Matvejev was the guy. He was one of Peter the Great`s confidants who was sent to the Netherlands right after Peters famous visit to Zaandam. it was also the first permanent Russia ambassade in western europe.
