The US Goverment issues the following statement:

Recent reports in the Time Weekly can be confirmed by the White House. Russia is preparing to set the world on fire, and cannot be trusted. No word from Russia has been received yet on the Wardeclaration issue. As a matter of fact, no word at all has been received from Russia. For the savety of the US merchants must be feared.

It is clear that the US will not accept any German territory handed over to Russia. It was already reluctant to it, since Russia so cowerdly tried to get its share of Germany, while it had not outspoken its support for any nation involved, until after the German surrender to Allied Terms.
The US defence-department has verified all the claims made by Time, and all documents have been verified autentic. Any nation requiring so will be given the documents, so they can verify themselves.

Not only should Russia be denied a piece of the cake, the US askes its allies to reconsider German disarmament. Instead the US proposes the division of Germany in three occupational zones, in which Germany will have full authority on civil matters. In these three zones the Allied will be allowed to station militairy garrisons in order to counter any Russian attack.

Dear US citizens, we have celebrated to early, this crisis is far from over. It looks it is just the beginning!

The Japanese emperor sees that the German emperor has made a terrible decision, though he now thinks that, after the emperor stepped down, the whole of Germany mustn't be divided.

And you can say what you want about Russian agression; most of us will know it's ridiculous because I am simply in no state, militarily, economically, or industrially, to wage a small war with Germany, let alone a world war.
 
The British Government agrees to the French proposals for the division of the German Empire. The United States may handle the Dutch East Indies as it sees fit.

The US has supported throughout the negotiations some oversees possesions for Germany. The US, in a bid to support Reichskansler Tracid, who so succesfully took power after the abdication of the old Kaiser, is willing to allow German control of Surabaya. This city has very few natural recources, so there is no threat from this city to the region. The city will generate a substantial income for the now weakend German Empire. The US hopes that this will allow for continuous popular support for Reichskansler Tracid.

One more issue needs to be settled in bilateral negotiations between Germany and the respective nations: the transfer of control over aforementioned cities.

The US proposes the following conceirning the Dutch Indies:
It will take a two months before US-administrors can reach the Indies with their burocratic equipment. The US wants Germany to Govern these Islands until then. Germany may sell the Magistrate and Garrisons improvements, but all other should be left intact. Any surplus militaily equipement may be disbanded OR sold to the US at a fair price. The US offers a price of 2 dollars for each invested resource in the unit.

The city of Surabaya will have to dismantle its fortifications, and will not be allowed to rebuild them. Given the vulnarability of the Island cities, Coastal batteries will be allowed to guard against pirates, and a garrison of TWO units will be granted. The US will guaranty the safety of Surabaya against any threat.
 
Germany is happy that the US has removed it´s hostile posture. However, we must decline the offer. Germany´s fleet is after the hostilities in no position to sustain a colony.

No sir, there has been no such consensus on completely ignoring Russia, only American groundless accusations and then speaking for others who have not had a say. Your very ally France has acknowledged Russia's demand for Belgrade, and Britain has not spoken of it yet but certainly has not rejected it, so where is this "consensus"?

Russia and France took the greatest risk and made the greatest commitments in this matter, and yet Russia is asking for very little. In fact, our involvement was crucial, as Napoleon III said himself:
Without the Russian support, France would not be so tough against the Germans.
While America risked nothing more than rejecting a few trade offers and sinking unarmed German vessels, Russia was prepared to fight a major land war alongside her ally France, risking hundreds of thousands of her countrymen dead in the process. Because America sank a few bathtubs floating in the Atlantic, they get to speak for everybody else? I doubt that she even deserves three cities for her meager efforts, let alone the right to boss others around.
 
The Russian Tzar is missing a crucial point:

Germany bowed to US and UK militairy pressure, and to French diplomatic pressure. Russia only entered the stage after the dust had settled.
Hence, the German Reichkansler ceded territory to the Allied powers, AND NOT TO RUSSIA. The US would be very surprised if Germany would itself cede any territory to Russia. If they choose so, the US will respect this German decision although it does not see any reason for it. The US will back Germany though if it has to defend Belgrade or other German territory to Russian agression.

France has started the invasion of Spain. The independent city of Barcelona will be in French hands by the next month. This open conflict between these neighbours was triggered by the Independent attitude towards the emperor of France. The Independents came with unreasonable demands that the emperor could not accept. War was inevitable.

Even though i respect your claim for a slavic reunion, I must agree with US' point. You came a little late to pick up the leftovers. It is nothing personal, just a matter of justice. But I highly apreciate your support during the tough times;)

I hope for further cooperation between our empires. We must not let this stupid international crisis come between French-Russian relations.

After reading this I was going to say that you should confirm with your French ally first, as he and I negotiated a complete alliance against Germany before the American president had said a single word. However, it seems Napoleon III has turned his back on me as well.

I did not just come in to pick up the leftovers. I was the first to ally with France and commit to mutual defense against Germany, but there was simply nothing for me to do during this crisis. My only mistake was to not be vocal about my commitments to Germany itself, but my involvement is judged by my actions and/or my promises of actions, not useless words shouted at an already beleaguered German ambassador. What should I have done differently other than offer my complete support to France, which I did? Not to mention another point: You spoke that the three major factors in the Kaiser's abdication was U.S. and UK military action combined with French diplomatic action, but I must stress yet again that Russia was a crucial fourth factor in that the important French diplomatic pressure was firmly rooted in Russian support:
Without the Russian support, France would not be so tough against the Germans.

Now the both of you have turned a cold shoulder for almost no reason, and this is not the way allies treat each other. Therefore I officially withdraw from all alliances, trade or otherwise, and furthermore all freight in my territory that is not either Japanese, German, or British (with the exception of those French and U.S. merchants which are in the process of withdrawing) will be destroyed. I know now that commitments with the United States and France are not worth the paper they are printed on, and I hope other nations will realize this.

Furthermore I extend a hand of friendship to Germany, whose diplomatic plight I can now understand.

All right, I'm just announcing officially on all my threads that I am gone (going out the door right after this), so Patient English you can start doing the Russian turns after this point. Allied diplomats are refusing talks. German trade continues despite of war, we trust that the allies will honor the cease fire. German canons on the border with russia were dispanded, as was the funboat fleet of 4 gunboats. We urge the french to not see the warship on the coast of marocco as a threat, it is en route to italy to assist in our war there.
Our diplomats in japan and russia have been advised to show a worshipful altitude.
German colonies are in the process of being dispanded, it will require several turns to sell everything of value.
 
When were you given permission to sell the city improvements? I want my cities in pristine condition!
