Yes, I would call this tech "Flintlock" since that's the firing mechanism it depticts.
The only problem with that is flintlock guns came into existance in the 1500's; which is not long enough after musketmen in Civ3. It could always represent a late-era flintlock technology -- say the early 1800's before percussion-cap lock guns. Maybe as a tech for Voltigeurs.

Personally, I would have musketmen themselves come with this tech (scenario depending), and have arquebusiers (which is really more of what the vanilla civ "musketman" is) come with a prior tech, "matchlock."
