This is hard to say. AFIK the egyptians tend to ... generalise their enemies on that carvings. There were named Peleset, Tjeker, Shekelesh, Denyen, and Weshesh, but there are not as many different peoples showed in carvings. So it seems, that guy with feather crown may represent Peleset AND Denyen People.

I'll be making, but since FO mod will be not finished soon, you might want to look elsewhere for your mod(I'm thinking of one, too).

In my mind, Sea people probably came from many different sea nations, including Greeks(I've always identified Philistines with EteoCretan Greeks) and Sherden look like one of the illustrations for Danaan Greeks I've seen in a book, but you never know. It's possible some cultures just shared common items for battle(or took from their enemies, like Carthage troops did with Romans), so it's rather impossible to say.

Egyptians are quite cryptic, or just couldn't keep accurate records due to the invasions.
