New Wonders!

U cannot rush them with GE.
Why is that desirable? Rushing wonders is what a GE is for. It would be like having techs that a great scientist can't help you with. What problem is being fixed?

Different ideas would go more well with projects than a World wonder. Even some world wonders right now look silly & they would be better as projects, example the Great Firewall.
Different sets of bonuses maybe.?..?
The Great Firewall works fine as a Wonder. Why would it be important to keep it just as it is, but prevent a GE from building it?

I don't see any problem with Wonders that represent events or projects rather than buildings. Civ has always had wonders like that. And most existing wonders provide a benefit that is somehow thematically linked with the particular Wonder, rather than any benefit that would come from the actual physical structure. It makes sense that an open immigration policy would boost specialists, hence the Statue of Liberty. The Hanging Gardens represents mastery of irrigation practices - the actual gardens themselves were ornamental.

Also it is about finely categorizing the wonders.
I don't understand what this means, and I don't see why wonders need to be categorized.

Is it possible to somehow make change AI priorities for short number of turns & then revert back ?
I don't know. My guess is no.

By the same logic AI is even worse at handling penalties
The Great Wall benefits AI players more than humans though (because it is defensive by nature), and it doesn't require much planning. Whereas the kind of temporary boost you're talking about likely favors the human player. That isn't a dealbreaker, but it is a caution.
I'm not sure which version of the Freedom finisher you're looking at (the current plan is city state espionage boosts?)
 
Thal's philosophy was that combat was already sufficiently easy that we should try to stay away from further combat boosts whenever possible. Discipline stayed in only because it tended to favor the AI more than the player.

Yes, I like to reduce in-combat bonuses (like +% strength) and increase after-combat rewards (like gold from kills). It makes combat harder and more rewarding, both good things.
