That is the idea, but i am not sure how it will end up. Issue is that civ-scale sort of favours more emblematic (and stylized) forms... I will see how it is after i have modelled the 1-2 remaining major buildings (i doubt i will do the hippodrome, though :) ).
I will include the Rotunda (large circular building in the south-west part of the pic), cause it is what still remains in the city, while most of the palace complex is a ruin and slightly below street level (although visible).

Yes I like...You are capturing the essence of the large area and I agree with Shirokobbure that the small buildings help to create the Large City Look.
Collectively, it all has Greater physical contrast to compliment the color and texture contrasts that more correctly depict the area.
