No Coal available even though I am the ally of Panama city and it has coal and it has a mine on it. When I finished Patronage 6 coal suddenly appeared. In the same game later Aluminium was displayed before I researched electricity.

This situation occurs when you have researched the tech required for the resource, but the CS hasn't. See this thread for a more detailed explanation. A similar situation occurs when the CS has researched the necessary tech, but you haven't.

The bug is the resource not being granted via "improve their resource for 200g" if it the tile already had a mine on it.
