No Harbor Graphic Playing as Carthage?!

While Carthage gets the free Harbor at game onset, there is no harbor graphic next to coast cities. This would seem a bug and something that could easily be fixed with a file modification. Does anyone know how to do this or create a mod that would fix?

Carthage, the capital, doesn't show the icon even though my other cities does. But there's some bug there I think.

Capitals have never shown the trade route icon, even in vanilla, even with roads. They can't connect to themselves...
