No More Drafts.

Dear CivStaffs:
When I capture a city, I found several unhappy faces said "No more draft, we won`t go." or such.
But In fact, it`s the predecessor government who drafted, not mine. And my government shouldn`t suffer from the effect of the predecessor`s drafts.
Do you agree on this?

Are you sure you're playing Civ4? I don't think Civ4 has a draft. It's actually a feature in Civ3.

Edit: And by the way, I think it's fair that the people are unhappy, you have to convince them that you are different. That will take 20 turns.

Are you sure you're playing Civ4? I don't think Civ4 has a draft. It's actually a feature in Civ3.

Civ4 has a draft if your in the nationhood civic.

This isn't really a bug, but I have no problems with it.
