I'm okay with it being out of the first game because, as many posters before me have said, it is incredibly broken with regards to how civs garner votes, but I still think it really adds a nice "globalized" flavor to the end game that (though not realistic at all) proves useful for storytelling purposes.
Given the way that expansion will be treated in this iteration, the usefulness of an embargo system shouldn't be undervalued. I found it to be extremely effective in my Civ5 games (generally a cultural/science victory person) to reign in warmongers who were intent on securing a domination victory. I can recall several times in a single game where the Mongols were trying to invade myself or other states and through securing enough international support, the embargoes destroyed their economy to the point that they could be bested to the point of submission.
All this to say: hope it comes back soon in some reworked form
