No, this isn't a bug. WHEOOHRN means that you cannot bribe the AI into war against another player because when hovering over the other players under "Declare War On" the denial reason is WHEOOHRN. But in this game you know of no other players except the two at war with each other, so they cannot give you the WHEOOHRN denial.

This is related to the reason you cannot see the orange fist for vassals: they cannot declare war and thus don't give you the WHEOOHRN denial reason.

Also, I have seen one case where Monty was at war with some puny AI and was still willing to be bribed into war against other players. In this case too there was no orange fist.

I have been trying to come up with a more comprehensive set of icons for that column:

• At peace with everyone (no icon)
• At war with at least one rival, not counting yourself, but can still be bribed (slightly different than "not WHEOOHRN")
• At peace but WHEOOHRN
• At war and WHEOOHRN

Any ideas? I often would like to see which AIs are at war in the scoreboard. The orange fist works for this somewhat, but as can be seen above and in the case of vassals it is not 100% indicative.

I like having just the orange fist icon. Or alternatively, you could have a red fist for those actually in war, and orange for those planning on war.

As soon as I meet Tokugawa, both Monty and SB display an orange fist.

IMHO, the way it is currently is very clear. I don't see reasons to change it.
