No Population growth bug

I'm sorry if this was addressed elsewhere but after a month of off and on scouring I haven't found any solution or even mention of my problem.

So with that out of the way, My problem is this; after a certain amount of turn (25~35) My cities seem to no longer be able to grow in population. Especially from 4 to 5 for some reason. I am running BTS v3.19 vanilla so I don't see why this is popping up now of all times. I've tried a clean install but that didn't help either. PLEASE HELP. I can't go another month without Civ:cry:

Thank you for your response, I'm aware of those rules and no, it's not that. I'll have a growth of 42/42 then click next turn and it's still 42/42. Very aggravating.

*after an uninstall, registry cleaning, and pure vanilla install and updated it STILL appears.
 
1. If you are training workers or settlers at that point, cities don't grow while doing so. Solution: build something else.

2. Perhaps you have run out of food? If you, have, shift population around on the city screen to grow more food. If you have unhappy population, they are eating food but not producing any. Either increase happiness or whip the excess population away.
 
Did you click the avoid growth button on the city screen?
 
No. Thanks for the reply, though trust me [all of you] when I say it's not a game rule, IT"s a BUG and I won't to know if anyone knows how to remove it. Further details.

-I did a registry cleaning and once again re installed, still there.

-It seems to only affect one or two of my cities

-also I think it's somehow related to building Setters/ Workers but not sure how. AGAIN, I've check that I'm producing enough :food: and I don't have the governor set to 'Avoid Growth'.

I apologize if this came off as edgy but this problem is really irking me and thanks again for all your responses.
 
I got the BTS 3.19 patch through the Gamestop app cause it's a digital purchase and that's the only way to patch those. [at least without f'ing up the app.

Though it can't be with that cause I still have the issue after unistalling, doing a registry cleaning, and only installing and updating Civ4 vanilla to 1.7.

I'm currently in e-mailing Fraxis support to see if they can help find the root.
