No Production Queue in City View?

As stated in the title. When I open a city I can't find a list of all the units and buildings available to me to build. My only option is to follow the suggested build list as recommended by my advisor.

The image below shows a blank production queue. I know something is supposed to be there because when I've watched YouTube videos of this mod they have their's available.

Is there a way to fix this?

I've seen something like that happen with bad installations of the mod, especially with wrong folder structures. If you're playing Civ on Steam, the install directory for the mod should look something like this: C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization IV Beyond the Sword\Beyond the Sword\Mods\Caveman2Cosmos
