No Representative with Schickard "sacrifice"

Wilhelm Schickard Great Engineer gives Constitution advance but the game doesn't allow me to choose the Representative form of governement.

I don't understand why, it seems a bug.

Doesn't it?

Did he give the advance or just research points towards the advance (this is much more typical of late game techs)? If the latter you will need to finish the research.
