Why not just make it so, that the nation wanting/needing help has to first ask for it and not make the whole thing so bluntly automated...
 
Brotherhood pacts in SMAC were much better than mutual protection pacts in Civ3. In a brotherhood, one nation can use the same squares where already are units of its "brother", even cities. And a nation isn't obligated to join a war when its "brother" is attacked. But can do something "tricky": put defensive units in all cities which belongs to its brother to avoid loss. But it can put this nation in a war if the attacker decides to attack the "defending troops" too.
 
The list of Darwin420 have all pacts needed, for me there are no reason of adding others to the game, it´d make it too complicated.
 
But a NAP can be really useful if you are small and you want to be sure you don´t have to built a big military
 
NAP's are basically Peace with a time limit on them, like 20 years.
