Noob question about policies

Just bought BNW, first game- my question is this: previously, you had to fully complete five social policy trees to win a cultural victory. I no longer see any indication that this is the case. True? Is completing a specific number of SP trees necessary for any win condition, or can you select policies all over the board as you see fit and still win without completing any of them?
 
The cultural victory has been totally revamped. You win by become influential in tourism over everyone.

And yes, you can do that without completing any policy trees.

Very good. One of the things I always disliked about the game before, was how you had to pigeonhole yourself into the same exact SP trees every time, to win at culture. Now you can sling it around a bit. Nice.
 
As that other guy stated, it's now changed to be a tourism win.

You'll need to reach 'influential' with every other civ in the game, this is done by outproducing their culture gain with your tourism pressure.

A few 'tools' can be used to improve your pressure on other civs. Open borders, same religion, a spy in their capitol (if they use a different ideology) is some of them.
