I personally associate Norway more with 'ice' than other civs. The advantage of tundra tiles being comparable to plains would, IMHO, suit Norway more than russia. Also, I don't exactly see Norway as religious civ.
Maybe I'll look into that myself, but probably I would prefer Norway to be:
(1) Leader ability: Can cross oceans early/shipbuilding, additionally a weak general combat or trade advantage, maybe an additional military policy slot, or an additonal diplomatic policy slot
(2) Civ ability: Tundra has +1 production, making it equal to plains
(3) Good early galley, a longship or something
(4) A unique tile improvement specifically tied to tundra/forests, maybe a special lumber mill
Russia could instead gain their 'siberian riches' ability, that strategic ressources produce more production.
