[NOT A BUG] CS captures 2 cities

not sure if this is a bug, but it is quite unusual since i have never seen a CS capture any city, let alone 2. This occured while play testing my mod (which does not change anything related to CS). This occured right before the update I believe. 1.0.62.1

I've seen this happen before the patch. However, most of the time the CS will raze the cities.

Not a bug, that's by design.

they ought to incorporate this into something that happens regularly, so a cs can become a full fledged empire.
