I think you are allowed to d/l the terrain, but not the units. But I think the units are needed to be available as well (this would help mod makers a lot, because they won't have to remake their scenarios to replace units).

I just thought of something--were those extra files perhaps included on the Bonus CD for Conquests? I know there's some such stuff there...
