The Tall Councilor takes in the events going on around him. He seems oblivious to the nature of the activity, distracted by events much greater than any item vote or lynch vote. Despite the activity going on around him, people take notice at his walk, his posture, and the way is carries himself toward the front of the room. The councilors cautiously stopped what they were doing. Clearly, he was on a mission. Reaching the front of the room and standing atop a small rise, people seemed to expect a huge outcry, some fire and brimstone speech about something, but instead they were greeted with a calm presence and clarity.
"Councilors, a great decision is among us."
If the any other Councilors were still distracted by something else prior, they now gave their full attention.
"For too long has this Undercouncil's prestige and power been stripped away by petty rivalries, single-minded cultists, and individual greed. For too long have we squandered our advantage of secrecy and deception. Today, enemies have infiltrated our ranks and threaten our very existence. Today enemies gather at our doorstep and already have struck against us, though I can't say I'm particularly disappointed with who they killed. Our presence is felt and noticed across the world, and factions from all over seek to take advantage of our current weakness. This, I cannot, and will not stand for."
The audience offers an applause, some more vocal in their support then others. The Tall Councilor notices the few that seem almost apprehensive in responding positively but are doing so anyway for appearances. He soldiers on with his speech.
"At the peak of our influence, nations feared the idea of the Undercouncil and specifically the Nightwatch spies we used to gather our intelligence and carry out our decisions. We lived in the shadows, a figment of sorts to other nations. At our best, we were dismissed as a merely a soldier's tale or a rumor. At worst, they suspected we existed and tried their hardest to stop us, but all they ever caught was an illusion. Individual greed and religious ideology that deviates from Esus have destroyed that. I come to you today, because this changes tonight!"
And with that, he steps forward again, leans into the crowd, and issues the most shocking statement to date.
"I am the Captain of the Nightwatch, and to restore the Undercouncil to its former state I seek to reform the Nightwatch in the name of Esus!"
"Later tonight a vote will be called, and I urge all Councilors to participate. We will vote on reforming the Nightwatch, and I urge everyone here to vote 'for' the formation. Those loyal to the Undercouncil will surely see the merit in reforming the Nightwatch. Those with other ulterior motives I urge to vote against this resolution, as it will make identifying threats to the Undercouncil that much easier. I'm certain a satisfactory result will be issued tonight. As for who can join the Nightwatch, a secret vote will be held where each one of you can nominate someone, and I must stress each and everyone of you is eligible to be inducted. Now with night falling, everyone get your votes ready. I can assure you not voting in this vote will not be looked on kindly. Thank you, and good night."
As he steps off the stage, a mix of applause and hushed whispers signals the end of the speech. Some are beaming, others in shocked disbelief, and others trying to cringe without anyone noticing. Unfortunately for them, the Captain of the Nightwatch already knows who they are...
