Nuke Mechanics?

Anyone know why my opponents atomic bomb didn't die when I dropped an atomic bomb on his city? Replay here: Forward to 31:30

My understanding was that nuke splash kills nukes.

And, when I go and test it single player, atomic bombs (direct hits or splash) kill atomic bombs in cities, with or without bomb shelters.

So why didn't his bomb die here?

Actually the nuke was probably killed and it's just a display artifact that is correctly cleaned between turns. I observed that for bombers on GMR: nuking right on a city seemed to live the 4 bombers alive whereas a carrier and a SAM inside the city were killed instantly, then the following turn, they're nowhere to be found on the map though our team had spies in every single city on the map and complete sight (thanks to several subs) in the narrow straight separating the West from the East on a East vs West map .
