I'm thinking that this is some trick where he's going to make me fork over the IC first, then not give me the navy.

He's not selling his officers, he's selling huge pieces of metal that floats on water.

With 34 IC, I can become a powerful land power in a matter of 3 turns.

Plus with an additional 8 calvary divisions plus my initial army, that's extremely buff and useful for what I have in mind.

In my mind, I have no use for a navy.
