A speech from General Honjo to the Japanese People

We have suffered greatly over the past few years. We were invaded and suffered a disastrous Civil War. I am proud that my forces under my leadership were able to reunite Japan. We are also beginning to rebuild our nation. Japan will once again arise a great power. However this nation cannot grow under the leadership of only one man. Japan has followed that path before. It lead us to temporary greatness that quickly collapsed under outside forces. The people of Japan must rule the nation collectively. We must work together to rebuild our roads and factories. We must keep power out the hands of one man and ensure that the government is responsible to the people.

I am honored that you have collected allowed to rule this great nation. But my rule will be temporary. I plan to work with foreign advisors and convert Japan to a Republic by the end of the year. If my plan proceed at the pace I would like, Japan will have a constitution and elected government by the end of this year. Once there is a new government, I will step down and transition rule to the new government. The Constitution will be the shield that protects your rights. The elected body will be your sword that protects your rights.

Japan is seeking to embark on an ambitious goal. We wish to establish a Republic. The issue is that we have no experience or history to reference. We are studying your governments and determined that they can be grouped into three groups Parliamentary, Semi-president parliament, and Federal Constitutional Republic. We haven’t decided which form we will use. This is only one of many questions we have.

We have three requests. First could you send your some of your government scholars and officials to Tokyo to assist us with developing a constitution? Second, we would like to send some of scholars to observe the inter-workings of your government. Third, when we establish a constitution; we would like you to assist with monitoring the first election to ensure we have a fair election system.

I know given our past history, you have no reason to help us. But please think to the future. The World and specifically East Asia can only be better with strong democratic Japan.
