In that case I say go for it. Stepanos should create enough of a second distraction that we can hold off what she can throw at us. We can always teleport in extra troops where needed. Get rid of Thessa first I think.
I also think declaring on Rhoanna is a good idea, especially while Einon and Cardith are going at it. However, I could have sworn that I saw more Hippus troops than that running around during my turns. I would vote to finish Thessa and then continue against Rhoanna to grab the cities she captured from Thessa. We would need to at least get to that choke point city of Yanni(??) before making peace with Rhoanna. I hate having to defend multiple fronts.I can see two options here. We take out the remnants of Thessa (I reckon she has 5 cities left) and wipe her from the game and see about peace with Rhoanna and turn our attentions elsewhere or we take it to Rhoanna as well.
