One thing about switching policy cards

There are probably a cap to how large the legacy bonus can get. Naturally it would be interesting if the old governments could be good even in the late game, lack of cards vs strong legacy bonus.

So am I to understand that, if they last that long, my space age Pharaohs will have wonders popping out every-time they sneeze?

It probably reaches a maximum amount
(and you MAY have the max amount while in Autocracy, what grows is just how much of the max you carry Out of Autocracy)

if that's true then (assuming the flat bonus you get is also the max legacy bonus), then it'll be a very long time in a really old government type just to get a relatively small bonus (when not in that gov type).

though, the americans get them faster? so could be worth flipping governments around if you're slow on the culture side wrt getting to the next level of government.

Well I guess it depends on how long it takes to get the max. (I'd assume 100-150 turns based on 3 'levels' of gov)

As far as I can tell from the videos, on the turn that you finish researching a Civic, you get a free government/card change, and the effects become active immediately, but once they changes are committed (and it gives you a dialog to confirm), that's it. Any further changes would trigger the gold cost.

That makes sense... So, yes, you can change back, but at a price. Not worth the effort (unless in a desperate situation, perhaps).

So ideal play for America would be get that bonus up quick and try switch to the other forms of government before the "next level" governments come into play. Depending on where the cap is, you could get all 3 bonuses maxed out. If there is no cap, you can pretty much play it by ear.
