Overflow is indeed present in Civ V, but not as obvious as in IV
When you select the next build, progress will show 0/xxx
but when the first turn of the build is completed, you should see that the overflow was indeed applied
From my test case:
Build Archer with 8/turn progress on last turn showed I was going to overflow by 7.5
next turn: build some wonder, progress shows 0
production: 10 (8 base + 25%)
next turn: Progress 17.5
NOTE: From what I can see, *** BONUSES NO LONGER APPLY TO OVERFLOW ***
NOTE2: , , etc. show whole like in vanilla civIV, but they still keep decimals, enough to make it useless to micro-manage sliders THANK GOD
