Overflow is indeed present in Civ V, but not as obvious as in IV

When you select the next build, progress will show 0/xxx:hammers:
but when the first turn of the build is completed, you should see that the overflow was indeed applied

From my test case:
Build Archer with 8:hammers:/turn progress on last turn showed I was going to overflow by 7.5

next turn: build some wonder, progress shows 0
production: 10 (8 base + 25%)

next turn: Progress 17.5 :hammers:

NOTE: From what I can see, *** BONUSES NO LONGER APPLY TO OVERFLOW ***

NOTE2: :hammers:, :science:, etc. show whole like in vanilla civIV, but they still keep decimals, enough to make it useless to micro-manage sliders THANK GOD

Good to know. It was going to be SUPER annoying micro'ing hammers at the end of builds at high lvls.
