just played my turn and noticed that patrola_snova had a settler near my city. Can you guys build settlers? If so, that ruins the OCC angle of the whole game (you are also limited to 2 Nat Wonders per city instead of 5). What is going on?

Yea, I had seen his settler scouting around. I figured he proballly popped one from a hut? What I thought was strange though was him scouting with a settler esp. with raging barbs. I bet he popped one from a hut but OCC won't let him build a city with it.

we have no huts. It seems that he started with 2 settlers and no scout. He cannot build a city so he is just using it to scout - until he runs into a barb that is.
