permanent alliance

hi! i'm a bit of a noob on civ 4, but i'm guessing we all are. i've been playing a couple of 'settler' games just to get the feel of the game and i've been toying with creating a permanent alliance with some other nations (japs and americans).

how exactly does it work? i've seeded them all the tech up to communism to get the option of an alliance but when i check their nego screens, the option doesn't even show. do i need another tech? i checked the civilopedia but it was a bit sktechy and bare when it came to permanent alliances. (or i'm just a moron and i missed it)

Permanent alliances, as per the tech, are disabled in the default game options. When you create a custom game, look through all the options and scroll down a bit, and you'll see something along the lines of 'Enable Permanent Alliances'. Now, I have yet to actually get to try this out yet, so no idea how you initiate it from there.
