Pretty sure that will be the case, but just checkingI hope you won't be neglecting the land units and land action. There was another pirate scen, which was good, but it was woefully and overly concerned with shipping imho. That was something that stopped me playing it. Piracy isn't just about 'terror on the sea'.
Well, if you play the game you will eralize there is very little land battle, only a few units can land on a island and do anything (crew with the 'marine' keyword) and you can build forts.
I am thinking we can have 1 land unit per civ, they all have amphibous, with stats differences,
Also, The tech tree will be very limited as in 'Pirates' you get what you start with.
Is there any way to get a ship unit to load onto another? Because that is how the musketeers, cannoneer's work. Not sure about the helmsman, explorer, oarsman.
This is my email to Wizkids and there reply.
Not much help...

Subject: Making a Civilization 3 Scenario based on Pirates
To: customerservice@wizkidsgames.com
Hello!
My name is Matthew, and I am making a Civilization 3 scenario based on Pirates.
Here is a link to the thread on a forum about it. 'Goldflash' is helping me.
http://forums.civfanatics.com/showthread.php?t=166687
What I am wondering is if it is ok if we use the paintings found on your site and transform them into a format that can be used in Civilization 3 for leaderheads. Leaderheads are pictures (sometimes animated) that you see when talking to another civilization. The pictures are of the other Civilizations leader.
This is not for profit, just for fun as we love both Pirates and Civilization 3.
We would have to cropp the images a bit on the sides and the top as the images need to be in a rectangle shape.
Thank you for your Time,
Matt.
