Placed cities not appearing?

I'm trying to use the load scenario function from a map I created but for some reason the cities I've placed don't appear.

What am I doing wrong?

Any help would be greatly appreciated, setting starting positions won't help me because I am placing multiple cities for civs.

You need to run your scenario through the Mods menu (if you don't use any mods, just leave them unchecked), then the load scenario function should work properly.

But the ability to run scenarios through the mods menu seems to have disappeared in gods and kings...

For me it works - when I go to the game setup screen through the mods menu, I can select all map scripts and maps, including scenarios placed in the Maps folder.
