Placing Civs at Starting Locs.

How can I place a civ at a particular starting point (maybe where I've placed a lot of resources )? I realize there might not be a way, but if there is please tell me. I'll start playing Civ3 again..

There's an option to do this in the map editor. Simply click on the picture of a house and then click on the map where you want a civ to start. It will then bring up a list of civs to select from.
