Poor Preformance

I just bought Civ4 and the BTS expansion and installed them on my computer. The game starts off fine, however as the game progresses and I get into the industrial era my game becomes sluggish and almost unplayable.
I'm running:

A Del Inspiron 6400 laptop
Windows XP Media Edition
1022MB Ram
Genuine Intel CPU 2.00 GHz
256MB NVIDIA GeForce Go 7300
Direct X 9.0c
1280 X 1024 Resolution

I believe its above the recommended specs. Any idea how I could fix the problem and get Civ working properly?

There is a memory leak with the game under the 1.5 something patch try updating it

I downloaded the Direct2Drive version of the game and it is already patched up to the 1.74 patch.

One of the the first things I did was update the Nvidia drivers, and apperently everything is up to date.

what exactly is the lag you experience like?

Well when I begin a game things run smoothly, there is no lag what so ever. Once I've been playing for a while and more things appear on screen (Roads, workers, etc.) the game begins to chug. My FPS are dropping into the low single digits. This was on a standard map size.

this should not happen on you machine - some lag is absolutely normal because of the amount of memory used but the graphics should be ok.
Did you try reducing the graphics details to low - just to see if that has an effect?

Heres why I think there is a problem, the graphics are all on low, no AA, no effects and yet it still lags quite a bit.
