Pop rushing trick

There is a bug when you pop rush in a city with a Forge. I want to make sure everyone is equally able to (ab)use it, if we decide not to ban it.

1. Build a forge
2. Wait until you have between 31:hammers: and 37:hammers: left on your project.
3. Pop rush to gain 60:hammers: and lose 1 pop.

The bug is that you are supposed to gain 37:hammers:, but the game rounds up to 60:hammers:.

If you pop rush with less than 30:hammers: you gain 30:hammers: and lose 1 pop. Obviously this makes Forges less useful because they give no bonus. But maybe bugged +0% is better than bugged +100%, if we can enforce it...
 
Wow..some of us might have done it without even knowing in other games...
 
yea i ahave noticed this sometimes when playing quick games on tiny maps somehow i was building jaguars in 1 turn
 
It also happens with Organized Religion and Bureaucracy, anything that gives a bonus that is not a multiple of 100%.

If you are running Bureaucracy and Forge (+75%), you get:
1-30:hammers: left = +30:hammers: -1 pop
31-52:hammers: left = +60:hammers: -1 pop
53-60:hammers: left = +60:hammers: -2 pop

If you run all three (+100%), you get:
1-30:hammers: left = +30:hammers: -1 pop
31-60:hammers: left = +60:hammers: -1 pop
 
So how should we approach this. Allow it or try to craft a rule, like I said you might do it and not know it.

Seems almost impossible to enforce unless you trust all the teams to go by the honor system
