this isn't as clearcut as you want to paint it and especially not in competitive format such as SGOTM.

SGOTM 14 was decided by 1 turn and I guess if OSS had more time they would actually beat PD's by 1 turn, but the game is played 4 months so they can blame only themself for not having enough time to properly think.

Praetorians are crap IF they don't suit your playstyle; if war during this era isn't your thing the Praet loses some value, though they still make able defenders.

Or if you don't want to bother with the whole alternate research path / hope for Iron thing.

The research path with low commerce is Aesthetics -> trade for IW. Or if you have marble, Oracle -> CoL.

The key tech for praets, other than IW obviously, which you can trade for, is Code of Laws. Praet + Spy is something else to look into.

And Iron is not a rare metal.

One thing to consider is to skip catas and Construction entirely. They're bad trade bait anyways,
