Problems building Factory

Hi all, it's been a while since my last post, and I'd say thank you to all of you who helped me previously. My game has been through 2000+ turns and has become a great daily entertainment for me.
Now I'm a few techs into the Modern Era but still I'm not able to build Factory and hence all related buildings (power plants etc.). I have met both requirements for Factory (Assembly Line tech and brick/cement) for a while. On the other side AIs have no problem building factories.
I have researched both clockpunk and dieselpunk techs and secured both cultures; are they related to my disability?

Build Emancipation Proclamation building - it shutdowns worldviews.
Slavery disables a lot of important buildings including factory.

Emancipation unlocks that wonder - tech is needed for Assembly Line.

I think Judge unit can turn off worldviews too.

I'll add help text for this wonder, so players will know, that they need to build it if they want to build factories.

You will be able to build ordinances too - they help with properties.

btw, I'd like to ask if there's any other threshold techs/buildings/resources as such in my future gameplay?
 
All Great People can turn off the current World Views. The Zoro Missionary can also turn off Slavery.
AI is too blind to realize, that slavery in atomic era = no tanks, cars, airplanes, computers and other critical resources.
This means AI can be hindered in Industrial era and completely crippled in Atomic era.
And AI is too dumb to trade resources that it cant make, and there are too many dependencies in Industrial and later eras.
Also AI has difficulties with utilizing unit actions.

Great Detective and Statesman cant remove worldviews, I guess I should add those.

Not sure. The Great Prophet, Scientist and Artist should. The rest probably need to be thought about a bit. There are also some new World Views to come, the idea of Prisoners of War rather than captives/slaves and Nepotism are two.

I also want to add in some "Pop Cultures" which are sort of minor World Views. I have two for before iron age one for North America and another for Europe. And then there are some Cults which have little to do with Religion which could also fit in with this.

Cannibalism and slavery were removable by all except those two great people.

Also you accidentally broke Emancipation Proclamation building ruining some games, that were in Industrial+ eras :p
 
@Toffer90 this save gets revolution errors with PPIO.

Do few turns with it, probably you need chipotle cheat to reveal whole map (ctrl+z).

While smaller AIs gladly built Emancipation Proclamation largest and most advanced AI doesn't want to build it.
This AI is tech leader, and it doesn't have much of threats in old world.
Player is placed in new world and is in Industrial era..
