Problems with Civ Colours, and Foreign Minister

Because i only have internet access at work, i can not read much of what is going on, so please forgive my ignorance, if it is due.

1. Is there a way to change which countries are dispayed by my foreign advisor during a game?

2. When i change a lot of civilization colors in the CivIII editor, the game give 'Can't read memory errors'. Want sould i be looking for while changing colors, to prevent this from happening?

you can change countries by holding down shift and right clicking on the picture which will give you a drop down list of countries

i'm not sure about the colours problem though
