As you know, war with the Aztecs is looming on the horizon. It is inevitable that we are going to capture several Aztec cities in the fighting. Currently, we have an accepted proposal that will make Azteca a province once captured. But I am here today with a different idea: set up an occupational regime, complete with President and Councillors. This is the basic concept:
We capture the cities of Tenochtitlan, Teotihuacan, Tlatelolco, and Texcoco. Rather than immediately making them part of a province, we set up the "nation" of Teotihuacan Azteca. Tenochtitlan was the old Aztec capital, but the seat of gov't. for the new country is the city of Teotihuacan. We elect a "President" who effectively rules the Aztec cities, but has to get everything OK'd by the Fanatikan President. And if the gov't. of Fanatika says jump, the Aztec gov't. has to do it. Under the President are several National Councillors, each one ruling a particular city (like a mayor) and making up a congress, or National Council. Again, they must always refer to and cooperate with the Fanatikan gov't. for all decisions. In times of peace, the Aztec gov't. maintains and controls its own military for use in police work, anti-barbarian campaigns, and defense. However, in a time of war for Fanatika, the Aztec army falls into the control of the Military Advisor. The Aztecs could also decide on their own laws, currency, etc. (also regulated by Fanatika.) There are other aspects, but I'll go into those later.
Now you might ask "how would this help us?" Honestly, it is designed mostly to add fun and a new roleplay aspect to the game, as well as to get new people involved in government. However, it can also do awa with problems such as having too large a Fanatikan congress, having to worry about dividing captured areas into provinces, and having the same small group of gov't. officials having to worry about constantly expanding foreign territory (I.E. the Domestic and Military departments.)
