What should be considered an invasion?
According to the constitution, the military leader may override governor's build queues in times of invasion. This in itself is perfectly fine. However, we need a definition of 'invasion'.
First, I suggest we change the terminology to 'military emergency' rather than invasion.
Second, I suggest that a military emergency should meet one or more of the following requirements.
1. Enemy military units are within sight of city or can be seen moving towards a city, and the quantity of those troops is equal to or greater than the city's garrison.
2. 5 or more units from any civ that we do not have a ROP agreement with enter our territory.
3. A stack of 10 or more units from any civ enters our territory in a direction which does not lead to another civilization. For example, Chinese units moving west along our northern coast would be considered cause for an emergency. However, these same units, if we had a ROP, moving from north to south inside our eastern border, would not constitute an emergency.
4. Two or more civs where at least one has a border with us, declare war on us. Three or more civs declaring war on us regardless of their location.
Note that requirements one and two cover the situation where only one civ declares war on us and they are our neighbor.
Also note that in most situations the governors will be in agreement with the military leader if the threat is obvious. This proposal is more to determine the powers of the military department when the threat is distant or difficult to define. Our current situation is a good example of why we need to define these situations, as technically, Governor Falcon (though I am sure he would not do so) could override every build queue in the nation because there is one swordsman in our territory. Basically, my purpose here is to avoid misunderstandings between the governors and the military leader.
