I think Article O just needs to be expanded more. Also, a simple line like, "The runner up in an election is the deputy" would suffice for me. That would be my line added to whatever article that is.
Now for Article O:

be divided into areas called provinces, each of which is under the
control of a Governor as stated elswhere in this Constitution.
II. The boundaries dividing such provinces shall be set as determined by the

[b]III. Any province gaining, or has atleast 3 cities during the course of the term requires that a governor be appointed for that new province. An election cycle will also be held for that new province at the end of the term.[/b]
Note that I left one blank, since I don't know if we want congress, or the domestic advisor to handle this.
