I think Article O just needs to be expanded more. Also, a simple line like, "The runner up in an election is the deputy" would suffice for me. That would be my line added to whatever article that is.

Now for Article O:

Article O
I. The area contained within the national boundaries of [country name] shall
be divided into areas called provinces, each of which is under the
control of a Governor as stated elswhere in this Constitution. 

II. The boundaries dividing such provinces shall be set as determined by the
[b]______[/b], and may extend beyond the cultural boundaries.

[b]III. Any province gaining, or has atleast 3 cities during the course of the term requires that a governor be appointed for that new province. An election cycle will also be held for that new province at the end of the term.[/b]

Note that I left one blank, since I don't know if we want congress, or the domestic advisor to handle this.

Culture
Chief Justice
Judge Advocate
Public Defender

Deputies

Governors (starting with the oldest province first).


Now, for the deputies:

I. All runner ups in elections, except for the judiciary, will be made a deputy of their repsected department. This includes the governors, as well. The deputy for the President is the Vice President.
 
They can. I know they had deputies during DG1 and 2, and maybe 3.
 
well i just looked at the articles and currently there are no deputies and there probably wont be for part of the first term, but article G said all elected officalls will have deputies
i dont think deputies should be in the coc, only someone elected should be
 
Sorry, Chieftess, I posted a new thread for Article O, just using the defeated Article. I guess I should probably close that out since yours goes into more detail now.
 
I've made two suggestions regarding this in other posts, so I'll re-write them here for reference:
Suggestion 1: Chieftess' "____________" in Article O.II be replaced by "Minister of Provinces, an elected official"
Suggestion 2: Deputies have separate elections. This obviously goes against what Chieftess has suggested and is just my personal suggestion as an alternative
 
Chieftess, you should rename this the Article O thread, and merge yours and Comnenus' threads.

Also, I don't see the need for deputies in the Constitution.

Actually, deputies could be said to be included in Article D. "The President shall take direction from a council of leaders and from other elected and appointed officials..."
 
@DZ - It was a few articles put together, not really 1...
@CM2k4 - That would be just too many elections. When we have something like 15 governors, that's 30 extra elections if governors have deputies.
