prussia loses cities

Hi all,

I started playing with Prussia at RFCE. I realized if I do not keep the teutonic order present in a city it will flip to the independents. Any ideas on how to keep the order in a city? How long before it stops doing it?

the stability is always above 20. The problem is that it seems like you need the have the teutonic knights as a corporation in your city or it will become independent
