PTW and Civ3 Patch questions

I have few questions and I hope someone her could help me

1) Should I install the latest civ3 patch before installing PTW?
2) Does PTW include the latest civ3 patch?
3) If not, could I still install civ3 patches after installing PTW?

4) When playing MP mode, I no longer get an advisor pop-up for completing a science discovery. What do I need to check-off to do that like single player or is that a bug?
