Putting a Pope into Papacy

It requires a cathedral; however, a huge cathedral won't give out the title though because of a bug.

It seems to happen on and off for me. In one game, I had Paris with a huge cathedral and I pumped out a bishop every turn. In another game, I had a master theologian's guild and a cathedral, and the priests were coming out with two-star piety levels.

Weird, I know in 1.2 you could only get priests from cathedrals, I don't know what changed in 1.3
 
Speaking of the Papal States...

I noticed that in my last few games, they've been increasingly, uh... WARLIKE! The Pope himself led a sizable army (~14 units or so) and conquered Florence. One of my spies revealed that the Pope had "Marks of War".

But the weirdness doesn't end there. During a game as the Turks, I had a Crusade called on my city of Constantinople. Several turns later, the Papal States declared war on me! Has this happened to anyone else?

I have noticed that, Phrossack. It appears to happen when you install the latest patch because before that the Papal States were extremely pacifist. I have seen the Pope in Sardinia, Corsica and even Libya before.
 
Once I assassinated the ENTIRE college of cardinals (including the pope), and I had seven 8+ piety priests. Result? 6 got in, and I had a landslide.

You could also eliminate all other catholic factions, I once did that with the Holy Roman Empire.
