Question about my specs?

I bought my laptop around January of 2010. It's a Dell Studio.
I have:
Windows 7 64 bit
Core 2 Duo 2.20GHz,
Mobile Intel(R) 4 Series Express Chipset Family video card.
4 GB Ram

My problem is with the game running slow. Even on my first turn! I have all the settings to LOW and Minimize. I tried running it on DX9 and 10...I tried fullscreen and non....The game moves as if I have 10 apps running at the same time which I don't.
The opening movie runs smooth and with perfect graphics...Is there anything I can do to fix this?

I also forgot to mention I tried playing on Duel Size map with only 2 Civs and it still lags..

I just bought a PS3 and didnt care about graphics when I bought the laptop...Now I wish I did!
