question about resources

You can restrict a resource to a single civ by giving just that civ a unique starting tech, then make the resource in question available with only that tech.

The only way you can make a resource only appear withing your borders is by having a scenario with a fixed map, and preplacing the resource where you want it.
 
Yes, I thought about that but what if your civ will expand?! Is very sad I can't do much about it.
What do you want the resource to do? Can it be available outside the original frontier by being in the trade network or do you need it for "within city radius" limits?
 
Well, if you are using random maps, and the resource requires a unique starting tech to that Civ, and that tech is not tradable, you effectively restrict the resource to just that Civ.

If you are looking more for a historically accurate scenario with a map, you can preplace the settlers along side the resource. Or you can just "ballpark it", preplace them in the areas you want them to expand - depending on what that resource does they may fight for it.

I don't think you can organically restrict it to appear randomly within the civs borders, at least not in Civ3.
