Question about unit strength

I've been playing Civ since #1 so I'm a big fan of the game and I really like IV. Anyway I noticed last night that when I'd attack with say a war elephant in the lower left corner where the unit information was it changes and there is something there that say strength xx/xx. What I'm curious about is I consistantely had new units that would move out of a city and attack enemy units and this would read 0.0 If the unit waited a turn in the square this would go up to 1.1 lets say and the longer I waited the more it'd have gone up when I attacked a unit. What the heck is this 'strength'? Does this mean a unit with a 6 attack and a 0.0 strength when attacking isn't up to full power and how the heck can I get this number to be maxed from the start? This isn't the defensive bonus for a unit fortified in a square for an extended period of time is it?
 
The xx/xx is your current unit's strength. What it means is that your unit has been damaged from another battle. You can click the "sit till fully healed" option or just fortify them till they get their strength back. I don't know about them reading 0.0 though. That's dead.

Also a good tip is, when you're attacking an opponent left click drag the mouse over the opponent and look to the left and you can see your odds of winning.
 
Ive noticed that when you attack you sometimes see the results of the fight in lower left info box before the graphics show who wins.
