Question/Idea: Inquisitor modification

I am creating somewhat of a fuse of several mods to try to make religion more conflicting. Religions have rarely been at coexistance with each other, and in Civ4 there is no penalty for having more than one religion, whereas there can be civil wars and crusades over religions. My objective isnt to emulate that aspect, but rather to make it so that having more than 1 religions is harmful to the happiness of a city, to discourage the spamming of religions to increase culture.
Currently what I need for this is a working Inquisitor mod, however, all of the old ones are abondoned and no longer functioning. So I would like to create my own, however my experience with XML is okay, but I have no knowledge of Python, or SDK.
I would like to create a unit that:
-Removes a Non-State, Non-Holy-city Religion.
-Has a chance of Failure, with severe reprocusions to Happiness and Production.
-If successful Affects happiness in the Target cit.(Maybe in the entire empire and maybe a negative modifier to any country that has the target religion as their state religion)
-Preferably be able to select the religion being removed.

If anyone could point me in the right direction, I would be very appreciative.
